In reply to your Confidential despatch of
November 9th, 1921, with reference to a case of cruelty to a "mui tsai" reported on page 234 of the "Hongkong Weekly Press" of the 3rd of September, I have the honour to state that in my opinion the sentence of three months' imprisonment with hard labour was not inadequate. Imprisonment with hard
labour is a very severe punishment for a woman of the respectable class to which the defendant appears to belong.
The "mui taai" was restored to her father after she had been
cared for in the Po Leung Kuk during a period of nearly two
weeks.
With regard to the work of the Po Leung Kuk,
and in reply to your Confidential despatch of January 2nd,
transmitting an enquiry from the International Woman Suffrage
Alliance dated December 14th, 1921, I have the honour to
enclose herewith a copy of the Report of the Secretery for
Chinese Affairs for 1920, Annexe A of which deals with the
work of the Po Leung Kuk during that year.
